The detail

Arkansas gives the lessor a choice (Ark. Code R. GR-20 / GR-12). Option 1 (the common default): pay state+local sales/use tax UP FRONT on the vehicle's purchase price/agreed cap cost at registration, with no tax on the individual payments. Option 2: collect tax on each periodic payment (gross receipts) including down payments, plus the 1.5% long-term rental vehicle tax. Because the upfront option is widely used at registration, method is best characterized as upfront on cap cost, but a per-payment election exists. Down payment/cap-cost reduction is taxable consideration under either option.

Local add-ons

County and city sales taxes add on (commonly ~1%-5% combined local). Plus a separate 1.5% long-term rental vehicle tax applies to long-term motor vehicle leases.
