The detail
Since July 1, 2017, vehicles titled/registered in SC owe an Infrastructure Maintenance Fee (IMF) instead of sales tax. The IMF is 5% of the price/value, capped at $500 (effectively reached at $10,000+), paid ONE TIME at registration of the lease — not per monthly payment. SC also has a long-standing 'Max Tax' of 5% capped at $500 on motor-vehicle sales/leases. Older guides (e.g., leaseguide.com) list SC as a 'monthly payment' state, reflecting the pre-2017 sales-tax-on-payments treatment that was always capped at $500; in practice the consumer's total SC tax on a lease is effectively capped at $500 paid upfront via the IMF. Because the cap is hit on nearly any new-car lease, the practical method is an upfront capped fee on the vehicle's cap/value. Cap-cost reduction is not separately taxed once the $500 cap is reached.
Local add-ons
None on the state IMF/Max Tax itself; the IMF replaces sales tax for SC-titled vehicles, so local sales taxes do not stack on the lease. (General SC sales tax is 6% with up to ~3% local, but vehicles are governed by the IMF/Max Tax regime instead.)
