The detail

Per W. Va. Code 11-15-3c, leases longer than 30 days by a WV resident are taxed at 5% of EACH monthly payment, applied to every payment for the entire initial lease term. The lessor collects and remits to the WV DMV monthly. This 5% lease rate is lower than and distinct from the 6% sales tax on outright vehicle purchases. Cap-cost reduction / upfront capitalized amounts are part of the taxable lease consideration. Leases of 30 days or less are taxed under the general consumer sales tax instead.
